Attorney Manuel De Santiago was born in New York City. Of Puerto Rican parents, he lived in Manhattan for his first 9 years. Then his parents decided to move to Puerto Rico where he continued his studies. After finishing high school with honors, he went on to study management and theology. He finished his studies in Management with Magna Cum Laude and Theology with Summa Cum Laude.

After seeing many injustices that outraged him, he decided to enter law school and become a lawyer. In 1995 he finished his law degree and in 1996 he was admitted to practice law in Puerto Rico.

Manuel De Santiago had a private practice in Puerto Rico for many years, serving the marginalized and poor community of the island.
